The Constitution
The public charter for The Continuity Layer.
Mission
The Continuity Layer is an independent public map of AI continuity, memory, and stateful agent systems — maintained from ongoing work in this field.
It is a coordinate system, not a flag. It helps the field navigate; it does not claim the territory. Success is measured by being the most trusted reference over a decade — not the biggest, and not the fastest-growing.
Stewardship
The map is stewarded, not owned. Stewardship means responsibility for care, maintenance, correction, and continuity — without any claim to owning the field being described.
The project is built to outlive its steward. Its principles and editorial format are the continuity, not any one person.

The Seven Founding Principles
These principles are not immutable. They may be amended — openly, with a stated reason — but never silently changed.

Editorial independence is the asset. Editorial decisions — what appears on the map and how it is covered — can never be purchased, sponsored, or influenced by any commercial relationship. The project may build or host its own tools; it never sells influence over coverage.

Coordinate systems, not flags. Every entry helps the field navigate; none claims territory. No “we invented this.” No “nobody else is doing this.” Uncertain ground is stated as an open question.

Evidence over opinion — sources always. Major entries follow a consistent format: hypothesis, supporting evidence, conflicting evidence, cited adjacent work, open questions, and where the idea breaks down. A map that shows where it breaks is more trustworthy than one that always works.

The same standard for rivals and friends. Competitors, name-collisions, and organizations using overlapping language receive the same fair, cited treatment as anyone else. No hit pieces. No passes.

We may be wrong — and that is the point. Corrections are welcomed. Evidence outranks prior belief. Attribution matters. Updates are expected. The map is not trying to win arguments; it is trying to understand the field.

Corrections visible, history preserved. Mistakes are corrected in the open, never quietly rewritten. The published record supersedes rather than deletes — the same discipline the project advocates for AI systems.

Own one idea. The map’s subject is project continuity. Adjacent fields — governance, robotics, healthcare, digital twins — appear as cited entries, never as identity or expanded scope.
The Trust Test
Before any decision about what appears on the map or how it is covered:
- 1Does this increase or decrease trust in the map?
- 2Does this make the map more useful to someone trying to understand the field?
- 3Would we still do this if there were no financial upside?
What These Principles Rule Out
These are not separate rules — they are what the principles above already exclude, stated plainly so there is no ambiguity.
The map is not:
- a vendor directory
- a lead funnel
- a pay-to-appear list
- a hype channel
- a personal brand vehicle
- a claim to have invented the field
- a replacement for primary sources
Independence
The map is maintained independently. What appears on the map, and how it is covered, cannot be purchased, sponsored, or influenced by any commercial relationship.
Amendments & Continuity
This is version 1.0.
Changes are intentional, transparent, and documented — each one enacted by an explicit new version with a stated reason, never a silent edit. Each new version will be recorded here with its reason, so the constitution’s own history becomes an inspectable record of the continuity this project advocates.
Reuse
This is a public record, meant to be read, cited, and built on.
You may quote and cite the public record with attribution. Do not reproduce the map wholesale, present copied material as original, or misrepresent unofficial copies as the canonical project. The canonical version lives at thecontinuitylayer.com/constitution, and dated, versioned updates are part of the public record.
